Furthermore, the committee found that the UK sanctions process is “comparatively slow” relative to the time needed to register a new company, and Wagner affiliates have “managed to evade sanctions through continuous turnover”. Wagner operatives have also changed their names to avoid sanctions, the report stated.
The report says: “This approach underappreciates the complexity of the network. It is also completely unrealistic. It leaves both enforcement agencies and implementing organisations, such as banks, estate agents and other financial services, with no idea which affiliated entities they should target. In 2017, the Wagner Group was invited into the Central African Republic to guard diamond mines. The United Nations and the French government accused Wagner mercenaries of committing rapes and robberies against civilians in the CAR, and the EU has imposed sanctions as a result.
“Proscription as a terrorist organisation – which we have been calling for since May 2022 – is now surely a formality.”
