San Francisco politicians to vote on policy endorsing lethal force for robots

Asked to explain why this policy change is need, a spokesperson for the San Francisco Police Department toldSFPD has always had the ability to use lethal force when the risk of loss of life to members of the public or officers are imminent and outweigh any other force option available. Robots are often used to create distance between officers and subjects during some of the more dangerous and precarious situations our officers encounter.

As reflected in the proposed use policy, SFPD officer's use of robots is guided by DGO 5.01, DGO 8.01, DGO 8.07, and DGO 8.08. The robots were acquired by the Department between 2010 and 2017 and have not faced a situation where the delivery of lethal force was necessary. The approval of this use policy allows the Department to continue using the tools in the current inventory in the manner we have since acquiring them.

The robots identified in the draft policy include various remotely piloted robots designed for manipulating heavy objects, breaching walls, ordnance disposal, scouting, and surveillance. They include: Remotec modelsF5A, 6A, and RONS; QinetiQ Talon and Dragon Runner; IRobot FirstLook; and ReconRobotics Recon Scout ThrowBot.

Given a robot inventory of mainly bomb disposal bots and the fact that these are controlled by a remote human operator, the SFPD's policing looks unlikely to change much with a robot lethal force option.
