Lancaster Port Commission wants powers to create bye-laws and issue fines, among other changes to its remit
An error about locations has led to public consultation being extended about an under-fire Lancashire port authority’s bid to change its powers and remit, including powers to create bye-laws and fines, for property and land sales, tenancies, commercial development, car parking and environmental dredging.
Glasson Dock is a modern, commercial port but also has historic buildings within an conservation area. It includes an inner dock, outer quays, a harbour master’s house, a lighthouse, modern warehousing and land near the Dalton Arms pub at Glasson. Emergency sea defences involving the port commission, the Environment Agency and Lancaster City Council will be needed at the broken sea gate for high tides later this month and in September. The estimated financial costs of ea defences and hydraulic sea gate repairs, and how those costs will be met, are not yet publicly known.
In addition to financial costs and port management questions, there are allegations that Lancaster Port Commission’s self-governing structure is unaccountable and leads to bad practices. Its board of commissioners has no publicly-elected members. In the UK, there are three types of ports – municipal, privately-owned and trust ports. There are around 100 trust ports, which are governed differently to private or municipal ports.
Different sections cover the commission’s jurisdiction and general functions, finances, charges, general and special directions, bye-laws and other matters.
