A report lands amid criticism of the Prime Minister Liz Truss for reportedly blocking a public awareness campaign to cut energy use. The crossbench Lords say ministers should learn from the plastic bag tax and messaging to change habits during the coronavirus pandemic.

The report tells the government to learn from the success of the 5p plastic bag charge, the sugar tax, and efforts to reduce smoking to shift people's behaviour to reduce the impact on the warming climate.

Alexander Stafford MP, member of the Conservative Environment Network of more than 150 MPs, said"telling people how to live their lives and demanding behavioural change won't work". The Lords also warned policies needed to shift people's habits and meet net zero risk being"undermined" by lobbying from the fossil fuel industry and parts of the food sector, akin to past lobbying by big tobacco.
