When asked if the options appraisal document was the probable source of last week’s A&E rumours Ms Burden said: “It will be. This comes from people genuinely worried for change. But the options appraisal would have to go through any due diligence and any demonstrable change would require Scottish Government approval, it’s not something we could do on the back of a stamp.
