, giving Ukraine more time to clear a path through minefields, which are proving to be a serious problem. One formal study conducted recently by acountry suggests that in a division-sized operation to break through well-prepared complex defences, the use of cluster munitions could save around 1,000 Ukrainian lives, though officials concede that the figures are hazy.
There is a catch. The Convention on Cluster Munitions, finalised in 2008, bans the use, transfer, production and stockpiling of the weapons. Neither America, Ukraine nor Russia are signatories, but 25 out of 31s, said Ms Cooper, for two reasons: “existing congressional restrictions…and concerns about allied unity”. Germany is blocking Estonia’s proposed transfer of old German cluster munitions.
