Both Stormont's Executive Office and the Patient and Client Council disclosed recipients' details by using inappropriate group email options, the Information Commissioner's Office said.

The watchdog said the email did not contain personal information but those who received it could reasonably infer other recipients also had experience of gender dysphoria. The watchdog found the email options chosen in both cases were not appropriate and the public bodies had insufficient guidance for staff about sending communications by bulk email.

Information Commissioner John Edwards said: "This type of data breach is all too common but is easily avoidable.
