Delays and costs surrounding retail units inside Rawtenstall’s new bus station, which is part of the wider town centre Spinning Point development, have been discussed at Rossendale Council.
Buses are running from the station but councillors say arrangements inside for new businesses are incomplete. There have been issues with utility connections and night-time opening, councillors have said in recent months.
Coun Barnes replied: “The short answer is the covid pandemic put-paid to many business plans for two years. Also rising costs, for contractors and raw materials, has been a factor to, certainly for one business. There are complex challenges. This is the time we are in. However, we are confident that it will come together, probably in early 2023.”
But the amended phase two plans were scrapped in early 2020. Big changes in the retail sector, Rawtenstall’s growing independent retail scene, and financial risks and returns of large developments were among the factors cited.
