It comes after Rossendale Borough Council had been considering introducing the fee for Rawtenstall shopping area. The U-turn has been welcomed by Rossendale and Darwen Conservative MP Sir Jake Berry. He was part of a campaign against the move and started a petition against it signed by hundreds of residents.
