is pushing for a delay on the Zero Emission Mandate , which requires at least 22 per cent of sales of any make of car to be electric or else risk a £15,000 per vehicle fine for manufacturers.

A government source said the 2024 ZEM mandate was “set in stone” and there were no plans to change it. While EVs make up 37.8 per cent of cars produced by UK manufacturers, the vast majority of those are exported. The 22 per cent mandate is for sales and for each individual brand rather than a target for the overall market.
