18,750 low-income households have missed out on the opportunity to have money-saving measures installed in their home ahead of this winter due to “bureaucratic” delays with one of the Government’s flagship energy efficiency schemes, suggests analysis.

, calculated that 18,750 households missed out on having their home retrofitted between April and August this year.

“If people react to high prices through rationing their energy usage then that leads to health impacts, whether that’s an exacerbation of existing health conditions or whether it’s development of new health conditions, particularly respiratory ones and ultimately it can lead to mortality. On average, we think about 10,000 people in the UK die every year because they live in a cold home and if we get a cold winter this year, with the high prices, I dread to think what will happen.

Juliet Philips, Senior Policy Advisor at climate think tank E3G said it was a “disgrace” that those in fuel poverty had missed out on the work. The scheme is targeted at low income households and energy companies typically prioritise people claiming benefits such as Universal Credit, Pension Credit or Child Tax Credits.

While some insulation companies have managed to find work elsewhere, either through other Government schemes or through increased interest from homeowners to insulate their homes, he said some companies “are really struggling”. A spokesperson for the Department for Business Energy and Industrial Strategy said: “Thanks to government support, the number of homes with an energy efficiency rating of C or above is at 46 per cent and rising, up from just 13 per cent in 2010. We are investing over £6.6 billion to help decarbonise homes and buildings, and to ensure all homes meet EPC band C by 2035.
