Preston's ill-fated Shankly Hotel with sleek bar and rooftop garden is a development destined never to be finished

Efforts to find new company to take over the development of the Shankly Hotel in Preston have hit further delays amid a struggle to obtain building control sign off.

Along with a series of interconnected firms, each run by sole director Lawrence Kenwright, Signature Living Preston entered administration last August. A first report highlighted factors including Brexit, asbestos and Covid-19 repeatedly delayed construction and led to the financial collapse. It also explained that the administration process had been triggered by a lender which had put £12m towards the project but ran out of patience and that a construction firm involved in the works was owed £4m when Signature’s funding dried up.

Mr Ingram wrote: "There are a number of outstanding critical matters which includes building control sign off and the fire strategy which continue to hinder progress with the development." He continued: "There has been delays in appointing a selling agent due to the ongoing issues with building control and the fire strategy, in addition to delays obtaining information and documentation for the building works that had been completed to date.
