Laws designed to protect waterways have ended plans for thousands of homes, developers claim.

The government is set to announce plans to change water pollution rules in a bid to enable more houses to be built.

The move is likely to be criticised by environmental campaigners, but a government source said they would "more than offset" any pollution caused. A report in the Sun suggested Natural England could start advising councils that the rules are guidance only.
