London's Ultra Low Emission Zone now extends to the capital's outer boroughs - despite vocal opposition from residents and councils. Meanwhile, police chiefs issued a warning to the home secretary after she said police forces must investigate every theft as part of a crime crackdown.

Ministers set to 'reform water pollution rules to boost housebuilding'Levelling Up Secretary Michael Gove is expected to scrap so-called"nutrient neutrality" rules, designed to ensure that a development or project does not dangerously increase nutrient levels in local wetlands and waterways in protected areas.

The scrapping of the 2017 rules - introduced when the UK was still part of the EU - is likely to anger environmental campaigners. The British Retail Consortium reported overall food inflation rose 11.5% in August, down from 13.4% in July. The National Police Chiefs' Council was responding to Suella Braverman's announcement that police forces in England and Wales must investigate every theft as part of a crackdown on crime.

Mr Stephens said that while the NPCC and the College of Policing had worked together to update the guidance on reasonable lines of inquiry,"consistency across forces vary".Expanded ULEZ comes into force - and will now cover every London borough
