Pendle's new Traveller site for static and touring caravans on former quarry land
A plan seeking permission to use land near Salterforth for various uses including plots for Travelling Showpeople’s static and touring caravans has been sent to Pendle Borough Council – along with a letter about a recent Court of Appeal judgement about Travellers who have stopped travelling.
The applicants currently live on a rented site in Hyndburn, a Pendle Council report states. They have said they have some family connections to the Pendle area and have lived in Kelbrook and Blacko for eight and three years each. For various reasons, planning officers say Pendle Council does not have a duty to provide accommodation for the applicants that would outweigh the impacts of the ‘unsustainable location’.
The report highlights many factors to be considered. These include the guidance that developments should generally be within ‘settlement boundaries’ unless they meet certain exceptions. Other factors include the need for good design, minimum impact on the natural environment, road safety and controls on any pollution, including noise.
Pendle planning officers are advising councillors to refuse the change-of-use application. They say it is an unsustainable location which would result in an ‘unacceptable reliance’ on vehicles to access essential services and facilities.
