Unite general secretary Sharon Graham warned that NHS union members are prepared to strike.
Scotland's NHS staff could strike soon but it remains a "last resort", a trade union leader has warned.
She insisted that union members "don't want the consequences" of the pressure on services that strike action would bring. Ms Graham pointed to a Unite survey that suggests more than 152,000 people in Glasgow are living in food poverty, while more than 82,000 cannot afford to pay their household bills.
Healthcare staff from Unite and four other unions are being balloted on industrial action after rejecting the Scottish government's pay deal.
