Professor Patrick Bury, a senior lecturer in security at the University of Bath, said while the threat of Moscow raising its nuclear posture increases as Russian troops suffer more blows on the battlefield, Nato’s plan could take place as the current situation appears “relatively calm”.
Nato is keeping a wary eye on Russia’s movements, but has so far seen no change in its nuclear posture. Fourteen Nato member countries will be involved in the exercise, which was planned before Russia invaded Ukraine on 24 February. The main part of the manoeuvres will be held more than 1,000 kilometres from Russia.
