QUB planning expert Geraint Ellis says the planning systems is not fit for purpose when it comes to climate
One council has been allowed to make major decisions on new fossil infrastructure that could bind Northern Ireland to climate-harming fossil fuels for decades to come.
We asked the Department for Infrastructure why they didn’t take the decision on Cloghan Point Oil Terminal out of the hands of one council. According to the Hierarchy of Developments in those regulations “installations for the storage of petroleum, petrochemical, chemical products or natural gas where the storage capacity of the facility is expected to be 200,000 tonnes or more” meet major development thresholds.
“This will allow the Department the opportunity to assess, prior to a decision being issued by the council, whether or not the application raises issues of such importance that their impact is considered to extend to a sub-regional or regional level to warrant the ‘call in’ of the application to the Department for determination.”
