Preston’s long-awaited Youth Zone is set open in 2025 after the facility was granted planning permission – the final significant hurdle for the project following more than a decade of uncertainty since the idea was first mooted.

The plans won unanimous approval from the committee, although there was some regret that the sole green space in that part of the city – along with the 12 trees that currently grow there – would be lost. Fellow committee member – and Labour cabinet member for planning and regulation – David Borrow bemoaned what he described as a decision by Lancashire County Council’s Conservative administration to “pull the plug” on a Youth Zone that was “ready to go” on the apron of the bus station in 2018.

The financial focus will now turn to raising the ongoing running expenses, which will come from private sector and philanthropic donations. Planning case officer Jonathan Evans said that that was an option open to the authority to pursue – but it was not a requirement that could be imposed on the applicant by a planning condition.

The building will be 14.4m high, with a stairwell access to the roof reaching a maximum height of 17.5m It will reduce to two storeys at the eastern end of the site.
