South Kesteven District Council says the deal was not one it could turn down.

"In terms of value for taxpayer money, there is no way we could turn down an offer like that," he said. Calvin Allen admitted he had reservations: "I suppose they've got to live somewhere, but nobody wants them on their doorstep."
