The former head of the Northern Ireland Civil Service has said the financial situation facing departments here is unprecedented.
Earlier this week the finance minister warned that Stormont is facing a £660m overspend unless action is taken.Northern Ireland Secretary Chris Heaton-Harris said the overspend was "unacceptable".
