He ruled out reopening negotiations with the European Union
The first parts of the Windsor Framework will be implemented as planned in October, Northern Ireland secretary Chris Heaton-Harris has said.In a wide-ranging interview, Mr Heaton-Harris also said he is confident the government's controversial Troubles legacy bill will receive royal assent in early September.And he said new revenue-raising measures would help to improve public services and "balance the books" in Northern Ireland.
Mr Heaton-Harris said that while the government is continuing to work with the DUP to allay their concerns, the first phase of the framework would be implemented as planned this autumn. The Bill, which is opposed by all major Stormont parties, the Irish Government and victims' campaign groups, would also prevent future civil cases and inquests.
Mr Heaton-Harris has received the first batch of replies from senior civil servants at Stormont after he instructed them last month to provide him with information on revenue-raising measures, such as the introduction of domestic water charges, drug prescription charges or raising tuition fees.
