Some people are definitely not happy

Concerns over alleged loud music, drug-use including cocaine, bad behaviour, damage, fighting and licensing breaches have been raised relating to a West Lancashire bar's application to stay open later at night.

CACTUS RAY'S APPLICATION Cactus Ray's licence holder, Gary Fletcher, has sent a premises licence variation application to West Lancashire Council. The venue currently has permission for music and similar entertainment indoors only, up to 11am. On other licensing objectives, he says CCTV operates and is regularly checked, there is a challenge-25 policy to ask younger customers for proof of age. Glasses and bottles are collected regularly. Any incidents are logged and there is a zero drugs policy.

"The wharf is a lovely place to gather and families are encouraged. However, there are several premises which sell alcohol. Young children are present with no additional facilities or activities solely for children. The area was developed to support community inclusion but there is no longer space to host alternative community events, craft fairs, heritage or children's events. Please reject this application.

"This funding was to support the creation of a local historical environment for families. The wharf has over the past two years changed with increased number of licensed premises. The town council has needed to undertake research as it was not informed about the changes taking place. Now, it is not the type of tourist attraction that was in the initial concept. It is now more a venue for drinking and music activities.

Lancashire Constabulary has written to the council, on preventing of crime and disorder. Police believe at least one security industry-registered door supervisor should be employed at Cactus Ray's for late nights, from 10pm until the courtyard is empty. However, a doorman may not be needed in quieter winter months. But the bar should have written risk assessments for different situations available for the police.
