Town halls are already struggling to balance their budgets with fears public services could be slashed as a result.Asked when the decision was made, Robison told BBC Radio Scotland: "This wasn't signed off by Cabinet. This was a discussion that happened at political cabinet and there were decisions made after that.

"And of course he did that because he had been listening to the views of the people of Scotland and the fact that people's household budgets are under strain."
