The school refurbishment is to be the first EnerPHit standard in the UK but that comes at a price.
But East Ayrshire Council says that, despite the rise, its own contribution to the refurbishment of St. Sophia’s Primary will actually go down after the Scottish Government agreed to put in a greater share.
A year later, the council took up the opportunity to develop the school to a new energy efficient standard and become the first ‘EnerPHit’ building in the UK, given the school was last in East Ayrshire to have C condition rating. In early 2022, officers warned that there was a ‘significant risk’ that the costs would be higher than the £3.6m affordability cap.
This was agreed by cabinet when they heard that the project had been successful in securing a significantly higher grant from the Scottish Government, from the initial estimated £1.8m to £3.45m. The cabinet will be asked to increase the affordability cap to £5.8m, a sum that takes into account the cost of the aborted plan to relocate to Galston Primary and a range of other fees and costs.
After further discussions, the Scottish Government agreed to increase its revenue support grant to £3.962m, based on an agreed 11 per cent increase for inflation.
