Dean Welch left the child near weapons and drugs within his reach
A young child in just a jumper and nappy was left alone in a "squalid" and freezing cold apartment so a drug dealer could go out and sell drugs.
The child was discovered after plain clothes police on duty in Seacombe, Wirral, spotted a drug deal in progress as part of an operation to tackle county lines gangs in December last year. The primary school-aged youngster was found by police inside playing on a mobile phone in the living room of the open plan property. The three dogs were being kept away by only a "thin, low metal partition", with one described as being "particularly large" and "agitated and barking".
Cannabis seized from the apartment was valued at between £14,790 and £22,185, with a stash of cocaine of up to 56% purity worth between £3,136 and £6,340 and £4,529 cash also recovered. Welch claimed he had racked up a debt from his usage of the class B drug and began dealing it in order to pay off his arrears, as well as storing "wholesale quantities" of the class A substance on behalf of those he owed.
"He is not a person who can rely on a bad upbringing or anything like that. His upbringing was, in fact, a good upbringing. His parents brought him up well and taught him the right values in life. But, sadly for him, he involved himself in criminality.
