Sir Iain says the previous system which included six benefits for working-age households rather than one – employment and support allowance, jobseeker’s allowance, income support, child tax credit, working tax credit and housing benefit – left “a huge number of people” trapped in. A lot of this was controlled by the Treasury and, he says, whilst the DWP were keen for change, that was not the case across government.
One of the key criticisms levelled at universal credit when it was being formed was that it took forever to get off the ground due to the hugely complex IT challenges. “The test on digital was when we hit Covid because had it been the old system it would have collapsed but the flexibility of the digital system meant it could expand with ease and take on more and more people.”
