For months now the Secretary of State has been dangling the prospect of bringing in new taxes on people in Northern Ireland during Stormont's absence.

After meeting with Head of the Civil Service Jayne Brady, Mr Heaton-Harris made clear he is taking his time to assess options to help tackle Stormont's budget problems. Even if Mr Heaton-Harris eventually progresses with consultations on revenue-raising proposals put forward by Stormont officials, he has no legal power to implement them.

"And I've still got to read 350-odd pages of important information to guide me on the path to consultation."Mr Heaton-Harris has been highly critical of local parties not making the "necessary decisions" when in government to "ensure affordable public service transformation can take place". Mr Heaton-Harris remains upbeat about the prospect of the DUP ending its block on Stormont power-sharing.
