Official figures from NHS England suggest high demand for emergency services and hospitals.
There were more ambulance callouts for life-threatening conditions in July since records began, NHS England officials say.
Richard Murray, chief executive of The King's Fund said the pressure on hospitals was also being felt right across the health and social care system.
